The Finland funding landscape
Helsinki hosts SLUSH (25,000+ attendees). Business Finland grants cover up to 50% of project costs. FiBAN has 600+ angel members. World's highest per-capita gaming revenue. Strong in gaming, SaaS, and cleantech.
Inside the Finland venture ecosystem
Best for gaming, deep-tech, health-hardware, and B2B data founders. The Aalto University and Slush ecosystem — Slush is one of the world's largest founder events — produces strong technical teams, and generous non-dilutive grant funding from Business Finland extends runway. As across the Nordics, the small home market pushes companies to build for global markets from day one.

Tax incentives and deal structures in Finland
Tax incentives for angel investors
Finland does not currently have a dedicated angel investor tax deduction (a temporary scheme ran 2013–2016 and was not renewed). Instead, early-stage companies rely heavily on non-dilutive Business Finland grants and loans, and on co-investment from the state investor Tesi, which backs both funds and growth companies.
Common investment instruments
Convertible notes are common at pre-seed (often via the FiBAN angel network); priced rounds use shares in a Finnish Oy on standard Finnish venture templates.
Frequently asked questions about raising in Finland
Does Finland offer an angel investor tax incentive?
Not at present. Finland ran a temporary angel tax-deduction scheme between 2013 and 2016, but it was allowed to expire and has not been reinstated. Finnish angels therefore invest under ordinary capital-gains rules. The country instead channels significant public support into startups through non-dilutive Business Finland grants and loans and through co-investment by the state investor Tesi.
How do Business Finland grants help startups?
Business Finland is the government agency for innovation funding. It offers grants and soft loans that cover a large share of early R&D and internationalisation costs without taking equity, which lets founders extend runway and reach milestones before raising dilutive capital. Its non-dilutive funding is one of the most distinctive features of building a startup in Finland.
What is Slush and why does it matter?
Slush is a student-founded, volunteer-run startup event held in Helsinki each winter that has grown into one of the largest founder-and-investor gatherings in the world, drawing tens of thousands of attendees. It anchors Finland's startup community, connects local founders with global investors, and is a major reason the country punches well above its weight in venture.
Why is Finland strong in gaming and deep tech?
Finland combines a rigorous engineering-education system (led by Aalto University), a culture of technical depth, and celebrated exits — Supercell and Rovio in gaming, plus Oura in health hardware — that recycle talent and angel capital back into new startups. The same technical base supports a growing deep-tech and quantum-computing cluster, exemplified by IQM.
